Some people reported this bug months ago and I fixed it since version 2.0 release.
Unfortunately, I only have 2014 to do the test.
Please try the follwing:
1. Delete
averageVertexSkinWeightBrush.py,
averageVertexSkinWeightBrush.pyc,
averageVertexSkinWeightCmd.py,
averageVertexSkinWeightCmd.pyc
2. re-downloading the plugin and re install it.
