You can do it :). But I prefer to keep it as a package. There is nothing fancy on this just download https://kurianos.com/python/dockLiner.tar.bz2 extract to you maya/maya20***/scripts. Then
import dockLiner as dockLiner
import dockLiner.dockOutliner as dc_d
dc_d.run()
